Your question can be quite confusing and there is no given answer for the details you provided. MOST small solenoid valves have a "live zero" reading of around 4 mA, but this is not always the case. Where are you located? What manufacturer of solenoid valves are you considering?
In most plants it is requirement to get all valves tested before going into service of explosive gases or liquids. It is a safety concern. Make sure you do it right.
