    Inlets on the system should be upgrade from the storm main and should let most of the air escape. Anything remaining should escape through the lift holes in the manhole covers.

    Can U not add a manhole just upsteam of the 20" water and change the grade as U cross the thoroughfare? ie:steepen the slope on the upstream side & flatten the downstream side ?

    I think what everyone is overlooking is the fact that what the client wants to do may violate the Phase II requirements of the Clean Water Act. Check the NPDES permit requiremnts for the municipality.

    Again, in Dallas, Texas, all storm drains are designed for the 100 year event. They formerly used a lesser event but that changed several years ago. 36" & 48" pipes in 100 lot subdivisions are not uncommon. It all depends on your local requirements.
