Are you trying to put a rathole on the shell to be able to weld the annular ring butt joints? I've never seen it done before.

You have to identify the moments and forces acting on the nozzle. Annex P does not care how these loads were created. You then have to identify the actual stresses and compare to your allowable stresses. You will be able to know if you need to add additional reinforcement or not.

ASME VIII-I has a combo course for training. I would search through their website calendar for upcoming events. In 2012, they had it in New Orleans, LA (1 week).
API 650 also has a week training. Check their calender.
Also, do you use a commercial software? I know Compress also have seminars...

Fyi, before you use sa-36 for pressure vessel, read UCS-6. Sa-36 is not allowed for lethal service.
