There are four concerns in this post:
1) Is the Lloyd's Surveyor an ASME Authorized Inspector (Most are not!)
2) Nozzles - The sizes mentioned (2 -1 inch) do not require calculations under ASME rules, but could under USCG rules.

There are two issues here; 1) PWHT time and Temperature - which is addressed in UCS-56 and QW-407.1 (All paragraphs need to be addressed) and 2) Those materials requiring Impact test (And therefore QW-407.2)
This should actually not be a problem, except when in critical material areas (Reactor Belt Area).
Your customer is applying ASME NCA 3800 requirements more stringently than ASME Team Leaders and ANI/ANIS.
