    Hmm, so there was a minimum distance. Imagine that... Even without a fixed number, far enough away you don't crash would be the minimum distance to stay back, not trying to pass 25' under the landing gear.

    The minimum separation distance sets where they were not supposed to go. They were not able to simply stay below 200' and do as they please. If they were, then they could have just dropped lower and buzzed the landing gear of the plane without a care in the world.
