I have always (SW 2004 - 2008) run into this issue.
Pain in the rear. You need to adjust the crop or detail circle to get the selections made. After dimensions are applied you can reverse the view adjustment. If anyone knows a cure I would be most appreciative.

Yes, I have picked up on that relationship. The problem is the holes are either 96° or 264° apart not 84°.

You could add a very small extrude to the model and then sketch could be manipulated in a drawing as stated by these other fine gentlemen.

Print the sketch while in the model. It will not have a fancy title block but you can make a paper copy of what is on the screen.

Try opening the part and use "Edit Color". You can adjust the level of transparency there until the component looks like a wireframe view in the drawing.

I believe your issue is that you are making the modifications at "the assembly level".
Solidworks is interpreting this as something you want to do after you have assembled it.
