Well, the answer to "why" is cost. They want to reduce cost at the minimum level! So they give you lower target price in the competition due to the fact that no conformal coating is included... but it's your responsibility to meet rqmts. I hate them! And you never know whether your competitor is...

Sorry! BCM stands for: Body control module or Body computer module located in the passenger compartment of the car. In general my question would be valid for any electronic module located in the passenger compartment.

When you say ECU, you mean Electronic control module? I find is too much just to control one relay. From my point of view the best solution would be to use a bistable relay i.e. from NEC as you said.

Usually there are several requirements on voltage levels. Normal limits for Ford for example are until 15volts. Then, it exist the jump start (28v 1min), the overvoltage (19v 1hour) and the Load dump (30volts 400ms for centralized protection or even 60volts for not centralized protection)
