GE has design guidelines for common vent risers. Go to their website and search for dryer venting guide. There a design for fan-assisted and non-fan assited. I would use the latter and provide a a lint clean-out hatch at the base of the riser.
I can't imagine a building code in the world that would allow lined kitchen grease duct. The inside of the grease duct needs to be washable to eliminate the buildup of grease. Duct liner does not lend itself well to washing.
If the building is pressurized, I assume about 1-2 ACH. Anything more and you're putting way too much air into a transient space. Although it might be a waiting area, there's no need to go nuts with the AC.
