So I think I figured this out. Instead of arrows on the lines that indicate the action (direction) of the forces, they put arrows on the leaders that label said lines. In other words Wr is a radial (to the tube centerline) force. W acts at some angle to the tube CL with an eccentricity...

That depends on the governing code and the customer's requirements. You could use ultimate strength if you want to...wouldn't be responsible, but you could use it with a healthy safety factor. (I don't think anyone actually would. It's just an illustration.)
