I need to send 9600bd data 4km.
 
You can buy a fiber modem to transmit your signal by fiber optics. It is expensive for both fiber modem and optical fiber.

I never tested before but it sounds you can use the RS-485 interface with twist cable to transmite low baud rate to 4KM. You may need some repeaters.

Two words, Spread Spectrum. You can get a relativly cheap pair of radios in the ISM spectrum to accomplish this task. Take a look at I have used their 900Mhz radios in the past for slow speed data and they worked great. Other manufacturers have similar products, do a search and see what comes up.
 
TWO Line Modems can deal with it .
Of course U should add 4KM lines.
