If I understand you right, the capacitor is built into the transformer?  If so I suspect it's a ferroresonant-type constant voltage transformer.

Suggestion: The capacitor may also compensate for the transformer inductance or inductive reactance in some cases to reduce the voltage drop across the transformer.
