Steel "punching shear" check 2

I have a moment frame of round columns (24" dia.) and W36 beams. I am welding a plate to the column at the top and bottom flanges of the beam and want to ensure the wall thickness of the column is adequate. Does anyone know of a reference for checking this local "punching shear" of the column wall?
 
Try the AWS D1.1:2002 Structural Welding Code-Steel, 2.24.1.1(1)

I also submitted this question to AISC's Solution Center, and they referred me to Section 9.3.3 of the same specification. I concur with you that Section 8 is more appropriate. Thanks.
