Prying force on column flange

Does anyone know of design guide for the analysis of prying forces on column flanges. I am anchoring a fall protection system to the column flange using one bolt and a d-ring. The cable is parallel to the flange and when loaded, it has an eccentricity of 1.5" from the face of the column flange. I believe I should convert this moment into a tension in the bolt and check the flange for prying (as opposed to local bending). I am looking into using the prying analysis in ASD, but I think that the analysis is similar to attaching a pivoting jib crane to a column flange.

Any input would be appreciated!
