I think a 2 m parabolic antenna would do. Wheather reports  may ba available over C band.

Doesn't require a dish - it can be a lot simpler.

Do a search on "137 MHz Weather":

 www.google.com/search?q=137+MHz+weather

I believe that it is getting common to use a PC and its sound card to decode the signal.  Add "sound card" to the search:

 www.google.com/search?q=137+MHz+weather+sound+card

Of course, if you make it too easy a project (all the bits from Radio Shack, simply connected together, plus a bit of freeware), then you'll get a lousy mark...

Lat I heard was that Noaa was going to start encrypting its images and charging for decoder units.
I am not sure if this has happened yet.
