Standarts for road construction in tropical areas

(OP)
Greetings
I am part of a new social Audit self-financed group in Colombia and we are currently exercising public audits over the gvt spendings on road projects. As you might be aware of, Colombia has one of the most corrupt gvts in the world and we need to verify they are complying with standards for road building.
Specifically, we are searching for a kind of standard interval for appropriate thickness of pavement thickness of the sublayering and proper materials. Also the layering for mountainous super wet regions.
I must confess I am not acquainted with the technical jargon and so I am trying different sources of information on this matter to be able to assess via visualization techniques the quality of the work. I understand that there are many variables to take into account when performing audits. Still any help is greatly appreciated.
Kind regards
