Just wondering if anyone is aware of an industry standard allowable stress for thread shear in drilled and tapped materials. Thanks.

Are you headed toward establishing a design of a bolted joint using commercially available fasteners ?
Are you concerned about the fastener installation torque?
Do you know the design loads the joint must endure?

There are some pretty effective shortcuts to predict the length of thread engagement needed to develop the full strength of fasteners of different grades.
