Removing Reinforcing Steel for CRCP from subgrade after rain

Do most DOT's require CRCP rebar to be removed from subgrade to proof roll after a rain event? What would be a metric for determining whether or not the rebar must be removed?
 
How do you proof roll without removing the reinforcing bars? Is there another acceptance criteria that can be used? DCP, maybe?
