I think you're over thinking this.

It's clearly a protective device so that the metal upstand doesn't rub on the rubber belt and destroy it over time.

Maybe in a different vehicle it acts as a guide to stop the belt moving down.

Who knows? - the designer probably.

Many components are designed to fit multiple different engines or vehicles. It's not practical to remove something designed for one which isn't needed for a different engine.

But what protection exactly gives to the distribution belt. I don't see it.
I want to know.

Stops the belt contacting the metal upstand .

Also stops the belt from sliding too far down the pulley.

I am up to my eyeballs in Youtube recommendations now about this water pump and similar - this basic design is used by a number of car companies and some have a rubber piece, but most have only a plain curved metal portion. The belt is nowhere near the curved protrusion as it wraps around the other side, at least no closer than it is to every other surface on the engine. Probably it did serve some purpose and the design has just been copied over even though that purpose no longer exists.

Some very similar water pumps have an inlet opening under that area and an arc of metal carries over it to support a boss and bridge the load from the boss to keep the thin section from cracking, but that isn't the case here.

If the belt made contact with the rubber, it would rapidly abrade the rubber piece. If it was able to reach the metal the belt would then chew into that. A large area of rubber against a small piece of metal can do a lot of cutting.

Except for the fact this is driven by the timing belt and a lot of trouble to replace, I'd suggest the OP saw it off and see what happens.

I think it is to block an idiot from routing the belt on the wrong side of the pulley.

There also appears to be other covers that go over the timing belt for the series of engines that use a similar water pump. I suspect they are different on different cars and that some cover comes into contact with that rubber part but not knowing what car this is from makes it a problem to be sure.

One I saw had two separate covers, one plastic and one cast metal, with the metal one going over the water pump, but the pump did not have either the rubber or the protrusion.

What is exactly the purpose of that pieces really in an engine ? a diesel engine ?

Yotutube videos show me that these pieces are not necessary at the present moment....

Nobody has found any other example about this....

You can't see it because it is under the cover that is supposed to be there.

My guess - you don't have the right part for an engine you are working on and found a part that looks like it fits, but this part doesn't look exactly like the old part. So now you don't know what to do. But you don't want to show any other mating parts, probably because you don't have them.

I have received different advices about that rubber

1. to reduce the noise. I really don't understand this feature. Because i don't see new pumps with this rubber....

I don't care at all about the other pumps. They are not worth considering. Tell me about the cover you will install over this pump. That is what the rubber part is for. Or not. It seems more and more clear you don't have the correct parts.

It's the same picture of NOT THE COVER. But let me head to the basement and check to see if I have a Dacia Logan that I can take apart to see.

My second guess is you work for a company that makes knock-off parts and need to know is that feature which will cost a bit to reproduce is worth adding or, if you don't customers won't notice. I see this a lot on a great car-repair channel I watch where the aftermarket parts companies miss critical details so the parts either don't fit or they don't allow proper mounting of neighboring parts.

I get the idea of unbridled curiosity. Why is the sky blue? Why do butterflies exist? Why is there a rubber part here?

What I also get is that engineers usually have some work that they need to accomplish that depends on knowing some piece of information and it certainly isn't clear what work is that requires knowing about this particular part.

I am an independent engineer. My own company.
I am investigating the possible cause of a repair matter. That all.
I wish to know, as I express what is the purpose of the rubber and the metal base. Nothing complicated if you know the answer.
And specially if this rubber and piece of metal are familiar to everyone. but this seems not familiar and many other water pumps don't have this rubber and support.
