Starrett model 98.  Why is this adjustable?  How does one use it?

The adjustment is for setting the level to LEVEL, if you understand what I mean.

Check the levels bubble in one position, and again at 180°.
If the bubble is not in the exact same location, the level is out of whack. (That is what the adjustment is for!)
