Buttressing of the Embankment

I would like to ask how to consider the parameters of the buttressing material (Waste Rock) in the slope stability of the embankment
 
all depends on size of aggregate
 
big picture your failure should not go through this material so it should be stronger than your existing materials. The slope of the buttress is governed by the strength. Typically see values of 38-45 degree friction angles, also seen others use a stress-based strength based on Leps.
