I am searching information on Bovine Spongiform Encephalopathy (BSE) or the mad cow disease.

Some questions I have:

1) Where and how did it appear
2) What are the effects (economical, international, medical)
3) What is the opinion of International Organizations like WHO and FAO
4) Is meat from industrialized countries dumped in the 3rd world to protect internal markets
5) How can it be erradicated
6) Is the consumer in danger?

Try the UK department for agriculture and Ministry for Fisheries and Food and also British Food Standards Agency. They probably all have websites.  There is quite alot of documentation about this hot topic!

Also, if you try 'The Guardian' Newspaper in the UK, or any other broadsheet UK newspaper and search their archives there will probably be articles that address your other questions.

Other searches should look for vCJD the human form of 'Mad Cow Disease!'
