SB 171 UNS C44300 has 0.8-1.2% tin and 0.02-0.06 % As , but the trade name for SB 171 UNS C44300 is Admirality, Arsenical so Does SB 171 UNS C44300 uses Arsenic as inhibitor or tin ?

I believe that As is providing inhibition.
Consider looking at the uninhibited Admiralty alloys that restrict minor elements (As in the list).
