There are no industry or regulatory standards that I know of. I only know one very smart engineer that designes them.

The ultimate goal is to have vertical velocity slow enough that oil droplets or water droplets can settle/rise out. What that is would depend on the droplet size, which is the big question.
For actual diffuser design, there is some information available on diffusers in stratified thermal storage tanks.
