Anyone knows any approach on how to obtain the approximate C and phi values in rocks in order to perform slope stability analyses?

The sloping and fracturing of the rock may be more important than its c and phi values. Rock and soil are different animals.

Judging by your question you dont have enough knowledge to perform slope stability analysis for rock. Sorry I dont mean any offence, I myself dont attempt rock slope stability analysis as it is a risky task if you do not have sufficient knowledge.

As PEinc said, you need to be looking at a sterio net analysis to see which type of rock failure is more likely, topping, sliding, wedge etc.

You need the help of an experienced geologist to determine where the fractures and faults are.

But to answer your question, roclab can be used to determine c and phi for fractured rock. You need UCS and GSI and effective stress to get c and phi
