scaling and scale factors previous to drawing

Is there any way to set up the scale and scale factors for an entire drawing before you draw anything or insert anything.
 
Yes! You should know what you are drawing and the size of the plot that would best present the details. Just set your DIMSCALE and LTSCALE before you begin to draw. If you want 1/8" plotted text, use a text size of 1/8" * DIMSCALE. When you insert blocks, insert them at a scale equal to DIMSCALE.
