Checking Gauge - Bushing/Hole Identification

I'm new to designing checking fixtures/gauges, but not to tool design. Is there an industry standard to reference when identifying a series of SPC holes (used with a dial indicator)?
How about Go/No-Go and clamping order?
 
Nope, no std for sequence or order for these things.
We always did go/go-no first and grouped by size.
Since often a part will have a lot of holes of one size this made sense.
The hardest ones to check were either first or last, depending on the devices used.
Work with the people that will be checking them, see what involves the fewest changes of tools and positions.
