Is a forebay an interconnecting pond situation?

Is a forebay an interconnecting pond situation?

Attached is a hydrocad file showing runoff discharging into a forebay, overflowing via a weir into an infiltration basin. I am trying to work out numerous oscillations and after reading the interconnecting pond section of hydrocad, it seems like this may be a good fit. The "two ponds" would be equal in most storm events, but probably not in very low flow events. Is this a good fit, or is something else causing my tailwater issue?

The forebay 10P and infiltration basin 8P look pretty good. Yes, there is a tailwater effect which is being handled by the tailwater-sensitive DSI routing procedure. To compare the WSE vs time in the two ponds, select BOTH ponds at once, select View/Comparison Report, and then select the elevation curve.
