Until you introduce at least some change in potential across the capacitor and only during the time of the changing potential, the impedance of a perfect capacitor is infinite.
Formula for static conditions may not be valid for dynamic conditions.

OP's drawing is a feedback op amp, so the instructor's expectation should be pretty clear; they're looking for an active filter equation. Additionally, the lower case notation of input and output would likewise imply a small-signal representation.

for op - assuming an ideal op amp, what do you think would be the voltage at the negative input terminal for the op-amp? How about the current into that terminal?
