Shear wall sill plate bolt 1

Just checking my shear in bottom sill plate, and NDS has some tables (12A, 12B, 2118 edition). Would you use the value in 12B over 12A for a bolted down sill plate?

Just curious why the two values would be different, I am assuming the eccentricity?

Sill plate attached to concrete? If so why would you be looking at 12A (Wood to Wood) or 12B (steel plate to wood)? Think you may want table 12E.
