I'm looking for an equation or way to calculate time versus temperature in annealing. The goal is to use the shortest time possible(flash annealing).

If you are talking about foil that is a few thousandths of an inch thick then you can anneal in a couple of seconds.
Otherwise the outer surface gets too hot (grain growth or incipient melting) before the inside sees enough time at temp to anneal.

Just be warned that rapidly heating to this temp may cause more distortion.
As an ides 15sec at 750F is roughly equivalent to 9min at 650F.
