1. Prove the specified technology can perform with satisfaction at the capacity that has been built.
2. Prove the economics work if the plant is scaled above the pilot plant scale.
What things should we consider while designing such a pilot/tech demonstration plant?
Who are the well-known experts in the field?
What are dependable references?
Any code & standards?

References are many. Rich Palluzzi formerly of Exxon teaches a course and is the author of many references.
Codes and standards are per the jurisdiction where the plant will be installed and operated. Special design considerations are required for first of kind plants due to risks arising from their novelty which is why specialists like Zeton are generally involved, but these are trade knowledge rather than having been codified in the form of codes and standards special to pilot plants.
