tank installed offset by 8 in

I have a project that the tank was installed offset from the designed centerline on the concrete ringwall by 8 in, and the client does not want to re-install the tank. one proposed solution now is to push grout into the engineering fill under tank foundation throught the ring wall(penetrate concrete ringwall), and put rebars in the grout. could anyone help me to figure out how much grout can be pushed into the engineering fill? how to verify the capacity of the ringwall foundation? Thanks a lot.
 
How large is the tank, and maximum operating load?
