Why is 11ms on shock loads "Standard"?

Where are you getting that? I can't answer your question - I've done a fair bit of structural analysis for shock loading, but the loads were always provided to me by the client. I'm still somewhat new to the development of the forcing function for shock and other dynamic loads and would be interested to hear more on the subject.

Well. Maybe it is just me being used to working with defence materials. Both Def-Stan and MIL-STD-810 operates with a shock duration of 11ms.
