Does anyone have any information on why it is so hard to source large sheets of ASTM b-36 CDA 260 HO4 .0808 thk. in the midwest?

Two things come to mind.

One is that H04 is not a specification for sheet. I see it in relation to wire, rod, and flats, but no sheets.

The other can best be answered by contacting suppliers. I found Aviva Metals via Google search.

I tried Aviva and a dozen others. I know that H01 (quarter hard) H02 (half-hard) and H03 (three-quarter hard) are available in sheets. I was just told that it may be difficult to source in the states.
