Are the material grouping in EN-288-3 Table 3 the same or similar to ASME Section IX?  If not, what material types are classified in group 1, group 8, and group 9?  Also, does anyone know what the term "E-Hand" means as it relates to welding methods?

The group numbers are anot the same as in ASME IX.
Group 1 Carbon steel
Group 8 Ferritic and martensitic stainless
Group 9 Austenitic stainless.

E-hand means SMAW manual

Actual group descriptions as per EN 288 for info.
Nos in the bracket indicate P No as per ASME Section IX

Group 1 Steels with a minimum YS ReH</= 360 N/mm2 and with analysis not exceeding
C=0.24(0.25 for castings), Si=0.6, Mn=1.7, Mo=0.7, S/P=0.045, any other single element=0.3(0.4 for castings), All other elements total=0.8(1.0 for castings)

Group 2 Normalized or Thermomechanically treated fine grain steels and cast steels with SMYS ReH>360 N/mm2

Group 3 Q & T and precipitation hardened steels except stainless steels

Group 4 Steels with Cr 0.75 max, Mo 0.6 max, V 0.3max

Group 5 steels with Cr 10 max, Mo 1.2 max
( P nos 3,4,5)
Group 6 Cr Mo V steels with Cr 12.2.max, Mo 1.2max, V 0.5max
 
Group 7 Ni alloyed steels with Ni max 10%(P No 9)
Group 8 Ferritic and martensitic stainless steels with 10.5%</= Cr </=30% ( P no 6 and 7)
Group 9 Austenitic stainless. ( P no 8)
Group 10 Austenitic ferritic stainless steels (duplex)( P no 10)

Where would group 2,3 and 6 fit in as per ASME Section IX?

The groups 2,3 and 4 do not have matching equivalent ASME P numbers.(closest would be 11A or 11B)
Group 6 would be P5B gr. 2

Some of the EN288 group 3 steels, such as 1/2 Mo steel would be a ASME P#3.  However, to actually have a P#, a metal actually has to meet an ASME material specification, such as ASME SA-106.  Is this true for EN288 or can any material be assigned a group number based on the chemical and mechanical limits imposed on the groups?

EN288-3 :any material be assigned a group number based on the chemical and mechanical limits imposed on the groups, in fact the last few pages, 24-33 gives various types of steels prior to issue of European Std and their current groups for information only. (The types include DNV,AFNOR-French, SIS-Swedish,BSI-British,SFS-Finnish,UNI-Italian &ON-AUSTRIAN)
