Nb content scattering in 347H material

What could be the explanation of having a difference in Nb content of more than 1% in a 347H tube (stabilised annealed),between the outsidesurface and the inside surface.

Incomplete homogenization during the initial manufacture of the stainless steel ingot/bloom/tube/etc.
