Is it wrong to model a project with transformers with tap at X%

I'm a trainee engineer and I was modelling a project in ETAP and to keep voltage regulation above 3% I setted a specific transformer at -2.5%, but then my boss told me not to do that because the projected system is supposed to not consider any tap setting at transformers.
 
Boss is right, tap change is for future eventualities. At design stage, you don't consider tap to be at any other place than nominal.
