could you please advise if we can use bar material in the valves stem fabrication ? , and whats the section in the code which covers this point if applicable .

ASTM A961. Would suggest should comply NACE requirement as well.
17-4PH in sour application exhibit corrosion cracking thus not advised as per standard (If I am not mistaken API 6D)

All valves will last for years, except the ones that were poorly manufactured; are still wrongly operated and or were wrongly selected

Danlaps answer would probably cover your question, but a lot is then assumed: producing to a market and applications best covered by ASME (US) standard.
