We have ASME stamped vessels built to Sec VIII Div.1 that now need some additional insulation rings to be welded to support the insulation weight at the non pressure part of the vessel(bottom skirt). The contractor mobilized to set the equipment only has AWS D1.1 certified welders. Do the welders need to be certified to ASME Sec IX to perform these non pressure retaining welds?
