AWS D1.1 welder qualification validity for ASME Sec VIII Div.1 vessel skirt

We have ASME stamped vessels built to Sec VIII Div.1 that now need some additional insulation rings to be welded to support the insulation weight at the non pressure part of the vessel(bottom skirt). The contractor mobilized to set the equipment only has AWS D1.1 certified welders. Do the welders need to be certified to ASME Sec IX to perform these non pressure retaining welds?

You should always check with the local jurisdiction, but generally:
NBIC Part III is used for adding insulation rings to the pressure envelope, classified as a repair.
NBIC states that welder qualification shall be in accordance with the Code of Construction.
ASME Sec. VIII Div. 1 - States welders using manual, automatic, semi-automatic process shall be qualified by Sec. IX for non pressure attachments. (See UW-29)

We test all our welders per Section IX. We often experience the reverse confusion working to AWS Specifications. The testing procedures are slightly different but ASME accepts welder documentation in any format that includes all essential variables listed in the Section IX tables. If a standard form like QW-484 is not used then I believe the contractor must make a statement that all conditions meet Section IX. As an owner I would wonder why a ASME Code shop would not test to Section IX.

As david said, check with your local jurisdiction first, but obviously the skirt of a pressure vessel is considered a structural component rather than a pressure component. I see no issue with using D1.1 procedures to add insulation rings to a skirt, especially if they are fillet welded.

Huh...missed the skirt part all together...thought it was to the pressure envelope...agree with DVWE.
