'RotorcraftStructural integrity Specification'

The ASSIST website generally doesn't support direct links to the PDF, since each "wrapper" is generated with a randomly assigned URL path.
Instead, a link to the ASSIST Homepage allows you to search directly for MIL-STD-3063 (or any other spec there, of which there are thousands).
Wil,
Nice find! Pretty fresh, too (2018).
So it's a broad but comprehensive summary of current design practice, whether civilian or military.
Do you happen to know if the referenced documents, such as NAVAIR, TM, and TO are publicly available like the MIL specs are?
And - do you think it reflects the management of any particular rotorcraft's development or procurement program?
