Scaling Reference Image (photo) 1

Folks, new to Draftsight. I'd like to import a reference image and scale the image to an object within the photo. Do I have to order of operations correct, or should I create a reference line in Draftsight, then scale the photo to the line? Either way, if someone could help with the steps involved I'd appreciate it. Thank you.
 
I do this all the time. Ensure there is some ref in the image that measurement is known. (the bigger ref WRT % image - the more accuracy) From MS Paintbrush (or other program) cut & paste into Draftsight. Use the linear Dimension & measure the known ref item. Then use scale to incr/decrease the image size. I have only scaled in the XY, never attempted X or Y independently.
