A second query on the same subject of Procedure Qualification.

Are the delivery conditions of a plate material taken into consideration while forming the group of materials? For example As Rolled, Controlled Rolled, Normalized, Quenched & Tempered or TMCP steels considered so that there is no need to qualify additional procedures?
 
It isn't a variable. Just verify you are qualifying the right material for you production needs. Generally, the material specification will stipulate the rolling practices, state of heat treatment, etc. As rolled would be a different material specification than a quenched and tempered material and are grouped differently.

If you use the material to be used in production for your PQR you will have no problems complying with the requirements of the code and/or your specification.
