What is a collector?

I am working on a 3-story moment frame building. It is 6 bays wide and has a 2 bay and a 3 bay moment frame connected by a simple supported beam.

I know the simple supported beam is a collector. But are the moment frame beams collectors? If so, I would need to design them with overstrength factors. However, the examples I see do not use overstrength factors for moment frame beam design.

Usually is a beam or an element, not a part of a frame or shear wall, that collects or drags force to the shear resisting element.
