Identify this Antiquated Building System

We have a project which was built for the fire department in the 1940s. After removing some of the interior wall finishes, we discovered what appears to be cast or shot in place concrete studs and interior/exterior walls. It resembles a mix of cast-in-place CMU crossed with wood stud framed construction. Can anyone identify this building system or give me feedback on it's design parameters? The client wants to purchase this building and occupy it for office space, but to make sure it's 'safe' under an ASCE 41 Tier 2 checklist.

Never seen anything like it. Talk to your local fire department as it may have some references.
