I'm working on a painting specification for piping and piping material. For some painting system, I'm using inoganic zinc silicate as a primer.For this paint the SSPC-PS12 specify the temperature that it can withstand according to the condition: dry or wet.
The problem is that I don't know what they exactly mean by wet or dry.
You find attached a screen shot giving more details.

In this specific case wet / dry refers the humidity level in the ambient air. Moisture in the air chemically reacts with the coating to cure it so that is will not melt or re-dissolve in solvent. This is a condensation reaction which means that the reaction with water releases some other substance, like carbon dioxide or ethyl alcohol. In thick coatings, or in high humidity, the substance that is released cannot evaporate out quickly enough so bubbles form in the coating, which become pinholes.

So if the wet/dry condition is related to humidity, how would I specify the temperature range that inorganic zinc silicate would withstand?
