API 614 part 4 applicable for labyrinth and carbon ring sealing ?

If you mean labyrinth or carbon ring as replacement of dry gas seal, to my knowledge API 614 part 4 does not apply in the sense that there is no API figure specifically intended to cover this method of sealing as such. It certainly applies to labyrinth or carbon ring when selected as dry gas seal's tertiary seal - so from there you could derive a basis for filter sizing as well as the requirement in general - it may not be exhaustive and one must keep in mind that the standard is not intended for that purpose.
