Next question is: anyone erected a concrete crude oil tank with 300ft dia and 50 ft hight? Could be cheaper in the long run than a steel traditional tank?

Conventional concrete tanks are prone to leakage issues, typically have leakage tolerances in the specifications.
With water tanks, that's usually a cosmetic problem, sometimes becomes more serious.
There aren't any API specifications for concrete tanks, if that's a requirement.
