The casing may have high C, causing cracks; any chance you have a chemistry ?I would try a 450 F preheat ; mag particle ( wet fluorescent best ). PWHT ( 1200F ) would be best. Do you need to meet any codes , company specs ? Hardness test to estimate tensile strength. My perspective is conservative as I wrote company specs and API specs . I know you can" get away" with things not in the specs : how critical is the service ?
