Hi,

I just want to ask, what is the difference of the 1996 version vs the 2009 version ? Arent they mostly just the same thing ?

Hard to tell since there are multiple versions between them. You are going to have to lay them side by side and read through them.
There may be restrictions added in the newer one that wasn't there in '96.
