hi, pls can you tell me if we want to get type tested our enclosures for IP 54 rating, do we have to test them after all internal wiring and done or before internal wiring and closing all wire wholes.

What does that matter relative to your seals on your panels? Even if the customer performs the final sealing, you have an obligation to have tested means of completing the installation that will meet the requirements. Otherwise, your claim of IP54 will have no basis in fact.

If you claim to meet IP54, you have to meet IP54. You don't need stuff inside for testing. You do need to seal any external holes, and you need to verify that whatever lets your cables in does not leak.
